Blank screen instead of the tutorial

Whenever I am going to the Manage Business tab and clicking on “Start a new business” It opens a page where the tutorial is supposed to be, but instead of that, there is just a blank black screen.
Whenever click on the Start new business, I receive an email asking me to activate my account even though I already did it. They just keep sending the same email whenever I try. It is really frustrating as I am doing this as a part of my program curriculum. Please help me out.
